What does balancing wheels mean?
"Balancing wheels" is correcting an imbalance on the wheel.
How does it work and why?
Counterweights eliminate the imbalance distribution of tire weight and allow the wheel to run smoothly. From a physical point of view, the reason is relatively easy to explain: If a rotating body moves very quickly around its axis of rotation, strong forces act. While an imbalance in the tire is hardly noticeable at low speeds, it can quickly become a safety hazard at higher speeds.
